Only after the pope has acknowledged the election and crowned the king in Rome, he would become the Emperor. "Fürst" meaning count, but there were also church representatives and other sovereigns among them. Instead, the king was elected by an assembly of electors "Kurfürst". The position of the King was not hereditary. The Holy Roman Empire was no solid state, but a loose confederation of kingdoms, counties, church states and city states, governed by the "King of the Romans", the high king of Germany.
